Service Recognition Incentive (SRI) FY 2023 Guidelines for Men in Unform (AFP, PNP, BJMP, & BFP)

What is Service Recognition Incentive (SRI)?

It is an incentive granted to all qualified executive department employees in recognition of their collective and invaluable commitment to the government’s ongoing endeavor to assure public response and service delivery.

Who are covered of SRI FY 2023?

 

All uniformed and non-uniformed personnel with at least four (4) months of satisfactory service as of November 30, 2023, inclusive of services given under any of the alternative work arrangements prescribed by the Civil Service Commission, are eligible for the one-time SRI.

Again, this incentive is only applicable to employees in the executive department. These are agencies under the executive department:

a. Department of Agrarian Reform

b. Department of Agriculture

c. Department of Budget and Management

d. Department of Education

e. Department of Energy

f. Department of Environment and Natural Resources

g. Department of Finance

h. Department of Foreign Affairs

i. Department of Health

j. Department of Human Settlements and Urban Development

k. Department of Information and Communications Technology

l. Department of the Interior and Local Government

m. Department of Justice

n. Department of Labor and Employment

o. Department of Migrant Workers

p. Department of National Defense

q. Department of Public Works and Highways

r. Department of Science and Technology

s. Department of Social Welfare and Development

t. Department of Tourism

u. Department of Trade and Industry

v. Department of Transportation

In the above agencies, the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) were under the supervision and control of the Department of the Interior and Local Government (DILG), while the Armed Forces of the Philippines (AFP) is under the Department of National Defense.

In times of war, the Philippine Coast Guard is linked to the Department of National Defense. Additionally, the Philippine Coast Guard is primarily attached to the Department of Transportation.

Who are not entitled to receive SRI FY 2023?

Personnel under the following circumstances shall not be entitled to the benefit of SRI:

a. Those who are no longer in the service due to retirement, resignation, separation, death or for whatever reasons prior to November 30, 2023;

b. Those who are not hired as part of the organic manpower but as consultants or experts for a limited period to perform specific activities or services with expected outputs; and 

c. Those who have been found guilty of any offense, administrative or criminal, in connection with their official duties and functions in FY 2023.

SRI FY 2022 Rules and Regulations

 

Personnel who have been formally charged with administrative and/or criminal cases and whose cases are still pending resolution are eligible for the SRI until they are found guilty and meted penalties. However, if found guilty but only given a reprimand, the personnel involved are entitled to the SRI.

The SRI of a former employee who transferred to another agency shall be granted by the new agency.

The SRI of personnel on detail to another government agency shall be granted by his or her mother unit.

Personnel who have been rendered less than a total or an aggregate of four (4) months of satisfactory service as of November 30, 2023 shall be entitles to a pro-rated share of the SRI as follows:

How much is the SRI FY 2023?

 

The first, second, and third SRI under former President Rodrigo Roa Duterte’s administration received by our men in uniform is ₱10,000.

Under President Ferdinand “Bongbong” Romualdez Jr., the new SRI for uniformed personnel, including non-uniformed personnel, does not exceed ₱20,000.

On December 23, 2022, the BJMP personnel confirmed and received their SRI for FY 2022, amounting to ₱20,000 per eligible employee. It goes to show that since BJMP, BFP, and PNP were under the DILG, it is safe to assume that they will have the same SRI amount of ₱20,000.

The PNP Finance Service has released the payment schedule for SRI 2023 and is expected to receive it on December 22, 2023.

SRI FY 2023 Source of Fund

 

The amount necessary to grant the SRI to eligible personnel shall be charged against each agency’s available release personal service allotment under Republic Act Number 11639 or the FY 2023 General Appropriations Act (GAA).

In the event of a shortfall, the required amount may be charged against the Maintenance and Other Operating Expenses (MOOE) allotment, subject to the rules on allotment modification outlined in Section 78 of the General Provisions of the FY 2022 GAA, as well as other relevant budgeting, accounting, and auditing rules and regulations.
