NAPOLCOM sets entry requirements for MILF and MNLF members into the PNP

The National Police Commission (NAPOLCOM) has lowered the requirements for members of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) who desire to join the Philippine National Police (PNP).

NAPOLCOM En Banc issued Memorandum Circular No. 2022-001 on May 24, 2022, waiving age, height, and education requirements for MILF and MNLF members to join the police force. MILF and MNLF applicants must be 20 but not more than 35 years old. Male applicants from a cultural community or an indigenous group must be at least 1.52 meters tall and female applicants must be at least 1.45 meters tall, as long as they have proof of membership from the National Commission on Muslim Filipinos (NCMF) or the Ministry of Indigenous Peoples Affairs (MIPA). 

Applicants must have completed at least four years of high school from a secondary school under the previous four-year high school program or Junior High School under the K-12 Basic Education Curriculum, or its Alternative Learning System (ALS) Accreditation and Equivalency Program accredited by the Department of Education (DepEd) or the Ministry of Basic, Higher, and Technical Education (MBHTE).

A waiver provision does not cover eligibility requirements. On May 29, 2022, the Commission held the NAPOLCOM Special Qualifying Eligibility Examination (NSQEE) only for MILF and MNLF members. 

The PNP recruitment process process, which includes a BMI calculation, a physical agility test, a psychological examination, a physical, medical, and dental examination, a drug test, a character and background check, and a final interview, must be passed by MILF and MNLF eligible individuals who want to join the PNP. 

Those who successfully complete recruiting and selection are appointed on a temporary basis. Only those who earn a bachelor’s degree within 15 years of joining the police service are eligible for permanent appointment status.

Once appointed to the PNP, recruits are required to complete a 12-month Public Safety Basic Recruit Course (PSBRC) and Field Training Program (FTP) among all appointed PRO-BAR police recruits. At all times, Muslim beliefs, practices, traditions, and rituals must be observed. Thus, female recruits are required to wear the hijab.

To enhance the number of local applicants for the PRO-BAR, the NAPOLCOM memorandum circular no. 2022-001 mandates that the NAPOLCOM and PNP undertake a proactive recruitment plan in the BARMM, with 10% of the recruitment quota set aside for women

NAPOLCOM MC No. 2022-001 states expressly that the general qualifications and waivers for appointment are only applicable to MILF and MNLF members who apply to the PNP within the five-year prescribed period. 

Applicants must then meet the general qualifications and waivers for appointments under R.A. No. 6975 (PNP Law), as amended by R.A. No. 8551. (PNP Reform and Reorganization Act of 1998).

The Police Regional Office-Bangsamoro Autonomous Region will recruit 5,060 of the 7,145 NSQEE passers as Patrolman/Patrolwoman (PRO-BAR).
